1) DISTRICT CHAPTER EXECUTIVE COMMITTEE:-
1.1) District Chapter Executive committee will consist of:
1.1.1) Chapter Chairman
1.1.2) Secretary
1.1.3) Two Vice- Chairman
1.1.4) Treasure
1.1.5) Ten Executive Members or 10% of the strength of the members of chapter whichever’s more .
1.1.6) All Past Chairman of the Chapter and immediate Past General Secretary And
treasurers
1.2) The election for the post of Chairman, two Vice- Chairman, Five Executive
members will be held in the month of the Feb, March every two year.
1.3) The Secretary will issue a notice election of above posts at least one month in advance of annual General Meeting and will appoint a Returning Officer amongst one of Past Chairman. In case of new Chapter of HCCI in a District , an observer as appointed by the notice period/procedure for election of first Executive Body at
respective District is waved off.
1.4) The names of the candidate for the post along with the consent of the candidate will be received by the Returning officer at least 15 days in advance of the election
date . The same will be scrutinized next day and withdrawal period of 2 days given.
1.5) The name of the eligible candidate will be ratified by the Returning Officer at his
office and at the office of the secretary at least seven days in advance of the election date.
1.6) An ordinary member who has paid all dues of the chapter of HCCI including annual
subscription and special dues if any up to date will be eligible to participate in election.
1.7) The election for the post of Chairman Two Vice Chairman and five executive members will be held on the announced date and at venue through secret ballot.
1.8) The result as announced by the Returning Officer will be Final.
1.9) In case of nomination received for all/ any of the post the vacancies will be filled I general body meeting on the already announced day and venue as decided by Returning Office and majority of the members present.
1.10) The newly elected Chairman may nominate up to five members to the executive body amongst members .
1.11) The Chairman will be nominated a Secretary and a Treasurer from amongst the
Executive body members.
1.12) The new Executive Body will send the names of to be nominated persons up to 10% of the Strength of the Chapter inclusive of the newly Chairman as members of new state Executive Body.
2) STATE EXECUTIVE BODY : -
2.1) The existing Se Executive Committee will be the electoral college for election bi-annually
i) State President ii)Two Vice President iii)Six Executive members.
2.2) The Electoral C0lloge for above posts will consist of :
2.2.1) Current President and all past president
2.2.2) Vice president
2.2.3) General Secretary and immediate past General Secretary.
2.2.4) Finance Secretary and immediate past Finance Secretary.
2.2.5) Secretary
2.2.6) Executive members both elected and nominated.
2.2.7) District Chapter Chairman & secretaries.
2.3) All the members of the Committee and Office bearers shall retire from their seat at bi- annually General Meeting which will be held on the month of March bi-annually to elect new committee. But the office bearer will be eligible for the next committee if they are eligible for election.
2.4) No person who has not cleared all his dues to HCCI will be eligible to Participate in
Election.
2.5) No person shall be re-eligible for the election as President after ha has held the office of the president for two full consecutive terms. However he may eligible for re-election after a gap of one full term.
2.6) A past State President will be appointed as Returning Officer.
2.7) Al least one month before the date of bi-annual General meeting to be held in march. The State General Secretary shall issue a notice inviting the member to communicate their intention to stand for election as President, Vice-President or an ordinary member of the Committee duly signed by member himself on the prescribed form. The member shall within ten days from the date thereof send their forms to the Returning Officer intimating their intention.
2.8) All applicant for to be elected post will be scrutinized with in 2 days.
2.9) The applicant may withdraw their names in writing with in next 3 days.
2.10)The name of all eligible candidate for the post will be circulated t all members of the Executive body.
2.11) Each member of Executive Body will have one vote.
2.12) The voting to posts will be by secret ballot.
2.13) All decisions announced by the Returning officer will be final.
2.14) In case of receipt of no nomination for any/all posts , the Returning officer may call names on day of Annual General Meting Called and fill in the vacancy by majority votes.
2.15) The newly elected President may nominate two Vice-President and six Executive Members to the committee.
2.16) The President will nominated a general Secretary , a Secretary and a Finance Secretary amongst the newly elected nominated Executive members.
2.17) Casual Vacancy: Any casual vacancy in the committee during the interval between two annual General meeting shall be filled up by the committee in such manner as it may decide.
2.18) Honorary Member: The Executive Body may appoint Honorary Member as it may deem fit. |
